I've submitted a ticket to Rockstar Support but so far all of their troubleshooting has been completely unrelated to my issue as it requires me to have the launcher installed. So I've now uninstalled every Rockstar program I had installed, deleted all Rockstar folders I could find and I am currently reinstalling GTA V.
